The process, in order

  1. Contact a consulate or authorised agent. The application is handled through any Vanuatu consulate or embassy worldwide, including missions in Australia, New Zealand, China, France and Belgium.
  2. Prepare the documents. The completed form, the current or expired passport, proof of citizenship and compliant photographs are assembled.
  3. Attend the in person biometric collection. Fingerprints, photograph and signature are captured at one of the four designated centres: Port Vila, Hong Kong, Dubai or New Caledonia. This step cannot be done remotely.
  4. Pay the fee for the chosen service level. VT 10,000 standard, VT 20,000 express (14 days) or VT 25,000 urgent (3 days), per person.
  5. Government processing. Standard processing takes several weeks, generally faster than the Caribbean owing to smaller volumes; the Hong Kong biometric route processes in 7 working days, 21 days standard.
  6. Collection or courier. The new passport is returned through the consulate or by secure courier.

Renewing from abroad

No visit to Vanuatu is ever required: not for the original Development Support Programme citizenship, not for renewal, and there is no physical presence requirement at any point. The application itself runs through any Vanuatu consulate, and the single in person step is the biometric collection at Port Vila, Hong Kong, Dubai or New Caledonia; those four centres are the complete list, so travel plans are best built around the nearest of them. For holders in the Gulf or East Asia the Dubai and Hong Kong centres make the whole exercise a short local errand rather than a Pacific journey.

Each family member renews individually at the per person fee for the chosen service level; no separate child fee is published, so VT 10,000 (about USD 82) standard applies per person.
